Can't you skip the ease of access and just use the windows key enter to fire
up the windows narrator.
I know you said Alt n to fire up narraotr.
But windows key enter also will fire up narrator.
If we can fire up narrator, why go to the ease of access and then go

Windows key + Enter will not work in Windows 7, which is what the original
poster is using.
It works in Windows 8 and up.

When you boot the computer, wait a minute or two, to allow the system too
load everything,
then press the Windows key + the Letter U, to open the "Ease of Access
Center".
Next, press Alt + the letter N, to start Narrator.

When the Windows boots up, you can run Narrator. It is very rudimentary but
will speak enough so that you can get Jaws up and running.
