This isn't really a solution for your issue, but I have book marked a google URL that automatically disables google instant, sets me for 20 results per page, and opens links in a new tab. So, I just go to that book mark instead of direct to google.

I turned on my computer this morning to find that IE10 had been installed. Now, I keep getting that horrible google instant when I go to my homepage. How can I stop that? In IE 9, I used to periodically get a link that said, screen readers, turn off google instant. That worked but it's not coming
