Having this issue myself, I am somewhat pleased to learn it is not unique to
my system. After speaking with Microsoft tech support earlier today, the
temporary fix is to use Control+Shift+Tab to get to the folder list and

not the only one experiencing the problem with the folder display in Outlook

JAWS has some scrolling problems in outlook 2016--at least it's been that
way for me. It's caused me to stop using JAWS as a primary screen reader.
You might be better off pressing shift end or home to select all your
messages and deleting. You may even have to do it twice.

This is a program that allows you to assign hotkeys for various volume
settings. I have been using it for a few years already without any issues until
yesterday. Only on my 32 bit system that I just updated to the latest version
of windows 10 the program seems fine and all settings are correct
