The answer is yes.
At work, my Num Lock is on 98% of the time. I am much more efficient
at entering numerical data using the Num Pad than the top row of
numbers.
In fact, I found it quite annoying when JAWS began turning the Num lock
off. I recommended to FS that this should
get a case of the
galloping lazies and break down and use the calculator.

If you go into the Start Menu, Programs, JAWS 8, Explore JAWS, Explore
My Settings you will probably find that you have a file here called
Default.jcf.
If so, move to the file and press the Application Key
