Is it the Average and Max that I should decrease. or only monitoring

Hello,
I am using jmeter for my jsp website.
One of the test here is to measure time it takes to load a website,
submit a form and full result is loaded in browser. I can simulate
the test with jmeter. The result is following.
# Samples 100
Average 785
Min 48
Max 1397
Std. Dev. 437.63
