The eval patch is a little scary, but I am all for code removal.
The patch does not seem to break WEBRick, gems, or running a rails

There's been no word from the Ruby Central folks, who are organizing the conference. I've heard from at least one other group who missed the deadline too, who noted how short a time was open for proposal submissions (about ten days, from June 21 to June 30). I didn't even know submissions were open
