I haven´t seen it for a long time, too. I guess it´s fixed for XWayland. Native
windows don´t support it (yet).

I can report the bug is gone. The cursor is now working as expected. It seems
to be fixed in September - my best guess. KDE (Neon) is Kernel 5.8, Plasma
5.19.5, Qt 5.15 and KF 5.75.

It also happens when I change the font settings. In my case I switched the
title bar font, clicked on "Apply" and after a short workspace flickering the
task switcher is broken.

There is a way not to get the titlebar black but make it disappear instead. I
am Houdini ;)

Hmm, I am unsure if it might be helpful.
I booted my system with the distribution kernel (4.15.0-70-generic) for some
reason and it made a difference. Though the changes (in the graphics subsystem)
