OK. What I found is that if I right-click on the very top strip,
then click on More Actions > Configure Special Window Settings,
then on Add Property, choose position whatever I need,

If it's nvidia issue, do I have to throw plasma 6 away before it even started,

it now works,
the reason was that in pacman.conf I had only [kde-unstable] enabled, but did
not have [extra-testing] enabled.
after having enabled [extra-testing]
all works like before today :) on both machines

I re-installed arch and put nvidia 545, the same issue.
Also need to say that this happens with nvidia only.
On my laptop I have intel gpu Kaby lake with vaapi drivers and hw accel.
enabled, and everything works fine.

Actually no, it's unfortunately still happening for me.
I think it's maybe related to using an external display for me as well -- it
seems to stop reporting the correct time after I disconnect from my USB-C dock

I'm not sure what did it (because I didn't do anything) but the battery monitor
is fixed in KDE neon for me again. It continued being broken through maybe half
