Trying to use a Kirigami.ActionToolBar in a KCM header/footer results in it
being squished to nothingness
STEPS TO REPRODUCE
KCM.SimpleKCM {

alignment: Qt.AlignRight
actions: [ ... ]
}
}
OBSERVED RESULT
Control is squished and unusable
EXPECTED RESULT
Control has a reasonable default size
