SUMMARY
The tilde (~) and caret (^) keys are not working anymore in KDE apps (e.g.
Konsole)
The issue appeared after a recent update.
I'm on an AZERTY keyboard.
I type the caret (^) by pressing the '^' key followed by 'space'.
I type the tilde (~) by pressing 'AltGR' + '~'.
STEPS TO REPRODUCE
1. be on a Belgian keyboard
2. open the konsole
3. press '^' followed by space OR press AltGR and '~'
OBSERVED RESULT
nothing is being typed
EXPECTED RESULT
the character being typed

Note that the key works in the browser and in xterm but it doesn't work in
IntelliJ.
I'm on fcitx5, but I've tried using ibus too then nothing at all : no apparent
effect.
