to the Android device (vice-versa was always true). However, the Android app

Sorry for the late reaction, I've been busy.
What the PC log message means: the PC received the UDP packet from the phone
and tries to connect to the phone (using TCP). That fails

It's not just a matter of UDP. I can communicate via UDP between clients on the
VPN and computers physically on the network being connected into. For instance,
