It's still reproducible on Arch Linux running Plasma 5.23.2 when caps lock is
activated. Bug 440316 is another bug that occurs when caps lock is activated.

I found the culprit: numlock.
If numlock is enabled, ctrl+F8 does not deactive the desktop grid.
The problem does not occur when numlock is disabled.
