SUMMARY
I'm been using the plasma applet to get notified of updates and install them
since this thing existed.
A few months ago I've upgraded my system to Fedora 34. Since then this applet
keeps asking me for a reboot. No matter how much I reboot the system, this is
the first notification I get when the system turns on.

OBSERVED RESULT
Reboot/Restart request is always active.

EXPECTED RESULT
Just like before, only ask for a restart after installing updates that require
a restart. Otherwise only show a notification and the updates icon when there
are updates available.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Fedora 34 KDE
(available in About System)
KDE Plasma Version: 5.22.5
KDE Frameworks Version: 5.85.0
Qt Version: 5.15.2
