The ISA 3.0 hw cap info variables were listed as ISA_3_0, should be ISA_3_00.
Also the configure file is missing the needed line:
+AC_HWCAP_CONTAINS_FLAG([arch_3_00],[HWCAP_HAS_ISA_3_00]
