yes probably compilation option was not passed to the MSVC build to support
UNICODE.
I will switch Windows build to the 0.27-maintenance branch until this situation

In Exiv2 main/branch, BasicIO is only based on std::string. So the Unicode
support under Windows is completely broken in Exiv2 0.28 as far i understand...
