Yes, the configuration doesn't prevent you from having broken setup. Obviously

plasma-pa does not start pulseaudio, it is started (depending on your
configuration) by plasmashell with a desktop file in /etc/xdg/autostart which

The issue is when monitor is turned off, KScreen emits output disconnected and
