I think that on a fresh install, appstream is not installed, so Discover does
not work fine.

Start the application from a terminal:
- open konsole
- type plasma-discover and press enter
- wait for it to load and just close it
- copy the text it showed and paste it here.

I can try to help, but I don't know where to find "debug output". Discovers
don't complain or crash. It just don't do the job.
