Since,

OnlyShowIn=KDE
to
NotShowIn=KDE
the installed file:
/etc/xdg/autostart/org.kde.klipper.desktop
now starts klipper everywhere
and since only Plasma supports
X-KDE-autostart-condition=klipperrc:General:AutoStart:false
non-plasma DE's have no way to disable it either.
