I have two laptops, one with a USB cordless mouse, one with Bluetooth.
USB seems to be fixed Bluetooth, same resetting handedness problem.

Some technical details. I tried to reproduce the issue on a fresh Arch with
plasma-desktop version 5.25.4-1
Mouse settings still do not autoload. However running `kcminit kcm_mouse`

FWIW I think the resetting preferences issue is fixed for me on git master.
Both mouse and touchpad now restore all their settings correctly after reboot.
