Works for me with 4.9.1 openSUSE packages. Hence it's probably a config issue
or a different bug which causes your trouble.

Okay, first boot on my home machine and I can confirm that the problem is still
happening with 4.8.5.

Looking at an old computer that still had kde 4.8.3, I realized that I am
actually missing the middle panel (the one with the name title). This is
weird, as I set the view to show all three panels.
