A work-around: create a filter to move the mail from the Local Account folder

Moreover, after moving a red folder to a different account I cannot make it
black at all. Even if I click on Folder properties and then the Quota
tab, it remains red.

what does 'qmake -query QT_INSTALL_PLUGINS' return ?
if it doesn't return /usr/lib/plugins, that's an Ubuntu issue, the
akonadi-sqlite plugin is installed there:
