Workaround:
I tried the usual akonadi trickery and also deleting kmail config files, but
these things did not help.
After finding out that kmail still works for other users, I looked for hints in

i must be accurate in the definition of the problem.
i set filter "[bogofilter | spamassassin]service check" to filter every mail.
