After updating to 4.12.4 on dev platform 4.13.1 I am unable to send email any
more.
I have tried scheduling the send for a later time with no success.  I have
updated again today, and even tried to pull a more recent version from SID but
there is not one there.  I have checked the settings for my outgoing servers
and they are the same as before the update.  Receiving works fine.

My passwords are not saved to the kwallet  thingy and must be entered every
time to send an email.  In fact that kwallet / noempuke / database / search
thingy is disabled completely on my system

Steps to Reproduce:
1. create new or reply to thread
2. send email = no dialog box to enter password
3. email never sent
Actual Results:  
same

Expected Results:  
email sent
