In grub2, the statement "insmod exfat" works fine for me. The problem comes from the fact that exfat module is NOT included by default in INITRAMFS file created by mkinitramfs program ( remember that the file named initrd is in fact an initramfs file ). This may considered as a bug by omission. Have a look at bug number 2038694.
