server (not a required part of a Koha installation) gave up
waiting. The error is specific to your webserver's configuration, so
you probably need to ask the webserver sysadmin to change settings to
fix it.
As a workaround, could you break the CSV file into smaller parts?

The installation manual is INSTALL in the software download, as
mentioned in the message you're replying to. Have you tried that?

You might find INSTALL.fedora7 informative too, but maybe not.
It depends what Red Hat.
