We briefly talked about this at NEKLS: we agree with Galen that Charges defines
something else (at least in US libraryland), and that fines and fees would be
clearer for our libraries.
But, we can always just change it with jquery if we don't like what you do. ;)

Currently on the checkout page, and the borrowers pages, we have tab
down the left hand side that is named 'Fines'.
Often it is not fines at all but rental charges or some other thing.
I would like to rename it to Charges ... (I can of course just do this
in the translation for NZ
