Well, I had to take it over since we had to fix a bug with hyphenation in English. If there are updates to do I can surely do it, even though I would also include newer versions of the dictionaries (not only your fixes) if they have been made available by the original authors. Anyway, the short answer is yes, I can package your new files.

Also, in November, how do I make LibreOffice also use it?

I don't know. I post the Italian dictionary in OXT form on the Extensions site of both projects and leave the developers deal with it. Then in the case of OpenOffice I happen to also be the developer who usually updates dictionaries in the source code...
