Thank you to all the people who gave advice on this project which is now

My immediate thought - are the loops still there when the garter is
stretched to go round her leg? If yes, then the ribbon is too long. If no,
then the ribbon is the right length and you can't make it any shorter or it
won't fit when she is wearing it.

What I usually do is first cut the elastic to the needed size + a little
extra for sewing (about 1 inch overlap). I then stretch this as much as I
can while machine sewing the blue ribbon directly to the elastic. I usually
sew very close to both edges to avoid the ribbon from turning in.

I have been very busy recently reworking my lace garter for my future daughter
in law to wear in 2 weeks time. The lace is complete, the elastic and ribbon
threaded through and I have her leg measurements and I have just cut the
elastic to get ready to sew together. Happy
