I would agree with Brian that this is probably a poorly inscribed rather worn 'William Bull'. The 'Blunt End Man' was not known for the neatness of his writing :-)) In my collection I have a Castle, Bull, and Worsley plus another hanging bobbin not listed by Huetson which is 'MILES WEATHERHILL
