The pattern I asked about yesterday seems to be Belgian and designed by
Annemarie Verbeke-Billiet.

I have an issue of Kant with a pattern similar to the one you are
looking for, shown on the cover of Kant, June 2010, No. 2. It is an
edging for a round mat, with the tulip motifs, designed by Anne-Marie
Verbeke-Billiet, 2008.
They also have it illustrated as a fan.
