Does anyone have any idea how these balloons could be made? Lace glued over
an inflated balloon but how do you get out the pieces of balloon? The
balloons are very effective though!

I think you cover the balloons with something greasy first. The lace fabric
is dampened with a glue and folded around the balloon - it doesn't attach
to the balloon. You would leave a space to pull the popped balloon through
after the glue has dried.

Having designed and worked my own balloon some time ago (I'll get around to
putting it on the photo site some time) I just blow up a balloon inside the
lace whenever I want to display it. Tie it closed and when I want to store it
I just stick a pin in to deflate the balloon while

I would treat it like paper mache. Put vaseline or lotion onto the blown
up balloon, dip lace in starch, cover the balloon. After waiting a couple
of days to dry thoroughly, either pop the balloon with a pin or cut the tip.
