command that shows the Project Inspector.
My mind tells me to look in the View menu, but it is not there, I always
forget that it's under the Project menu.

The makefile is corrupt.
Most probably it merged some changes with local changes, and it got
corrupted.
Look in which dir the problem takes place. (You didn't paste that line)
and do 'svn revert /fpc/../../Makefile'
That'll solve the problem

That is interesting, because, although I am running a 64bit computer, I
am running a 32bit version of windowsXP.

The default value should be true for Delphi compatibility.
