I have discovered that, although one can set the starting page
number, it will continue to start at page 1 unless you include a
TOC. Is this a bug? I need it to start at a different number, and
don't want a TOC because I am inserting it into another page numbered document.

I'm using V7. Can't just throw it out because I want to append the
report to other pages in a PDF file. I would have to find a way to
delete pages from a PDF.

to 28, but it still starts at 1 unless I add a TOC.

This problem was reported earlier and a report has been submitted to the
programmers but thank you for taking the time to report it as well. I
have added you as an additional reporter for the problem.
There is a work around. If you use the publication centre to create the
report the page
