Renaming the Legacyx.lic file does the trick. But a few clarifying notes:
Windows7, 32-bit and 64-bit
file is in the folder C:\Program
Files386\Legacy8\ I don’t have this so am not sure of the program folder’s
name.

Is it possible to install the basic version AND the Deluxe version on the same
system?
I am working with other users, some have Deluxe, some have basic versions.
When explaining what to do, I want to see the same/missing options as them.
Often doing in group training sessions.
