I have run file maintenance 3 times.
I am close to ditching Legacy, despite the fact it has the best source
writing system I know. Can anyone suggest anything?

I would suggest submitting the problem
to Support. It has been my experience with frequent crashes and
errors that files have gotten corrupted, Support is great about
the steps to clean things up again.

Support is really the place to sort out this persistent type of problem.
But a thought - how are you creating the new file? Are you importing
lists from another file or is it really a clean new file that is
immediately crashing? If you are importing lists, one of them may be the
problem.
This has happened to me three times this morning already.
As I've mentioned before, the 3021 crash always occurs when I have just
entered a date for a custom event.
One thought that just came to mind is whether the fact that I have
UK/European date format DD MM selected could be relevant?

The Event Sentence Definitions you show are the Legacy Default sentences.
However, your use of the Description field suggests you need to edit the
sentences.

Yes, I do usually edit the sentences before generating reports. I just
haven't got to this point with this project yet. And this did at least show
(I think) that the problem I have is not caused by having edited the
sentence definitions.

is likely to be connected in some way to modified or user-defined events in
some way, as:

We do not recommend messing with the file in Access although many
people do. Doing a simple query for a search shouldn't be a problem,
but an update query
