No, it means that you have two icons to the same program.
Make sure you find the other one, and then you can delete one of them. The
removal of an icon will not remove the program.

You probably have just created a duplicate 'shortcut' instead. Right click on
each 'shortcut' and select Properties, then look at the name of the program in
'Target'. That should probably say C:\Program Files\Legacy8\Legacy.exe in
each case, meaning one program installation, and just two
