I'm using Lilypond 2.13.9 and 'm trying to use the commands suggested

First, you're trying to compile lilypond 2.12.2, not install it.
If you just want to install it, download the binary.

2.12.3 does indeed include the fix in lily/relocate.cc.
This may help, but IMHO Ubuntu ships wrong headers or whatever.

My PC experience is with Windows, but I would like to use the Frescobaldi
GUI. A friend suggested that I install Linux on a virtual machine then
