I had the same problem just few days ago with z/VM 6.3. I burned several dvd
before it works.
When I created the dvd directly from the windows explorer it didn't works (with
ou without finsishing the dvd session).
The way it's works for me was to create an ISO containing the /cpdvd
Could it be that the DVD itself is fine, but that you have not granted access
to the HMC's DVD drive to that particular LPAR?
I'm not by an HMC at the moment, but there are menu steps required to grant an
LPAR physical access to the DVD drive.

ordering from ShopzSeries, ISO is one option, but it's deliverable only on
an physical DVD. We are required by corporate policy to take delivery
electronically. For internet delivery, only the '3390' option
hmm. What is the memory size of the LPAR? I had a weird situation a
while back where the LPAR memory was too large. If it is larger than
32Gb try setting it to below 32Gb.
Also have you tried a copy of the files and /CPDVD on a thumb drive?

mkisofs is the base program. xorriso is a program which can make a .iso
file or burn an ISO, with Rock Ridge extensions as well as Joliet. Rock

If it were me, I would get myself a Linux machine, install k3b and cdrtools and
burn it from there.
k3b does the right thing and gives good diagnostics when something goes wrong.
You could even do this from VMware Workstation in a VM if you are on Windows.
