RFC: Moving /tmp/target to /target

Hi all, I need your opinions about changing the directory /tmp/target to /target. d-i is using /target. FAI ist using /tmp/target, because in the past we could not make /target writeable for the clients, which is needed when mounting the file systems from every partition to a target destination.
