(heartbeat 1:3.0.4-1~bpo60+1). Heartbeat is configured to use all 3

this is two nodes cluster, with ucast and serial cable as two heartbeat
communication links. No ucast, no bcast.

The cib.xml* files should be in the /var/lib/heartbeat/crm directory on
both nodes.

we do not use crm, instead we use mon for resource manager. There are no files
under /var/lib/heartbeat/crm .
