Just out of curiosity: can you run the same test with 2.4.18.3 and
preemptive-kernel patch ?
IIRC it was incorporated in 2.4.20 (+-1) , which may explain the change
from 2.4.18 to 2.4.21.

df reports this partition has ~700M occupied, ~3.2GB free, so there
really is space left on device.
