OK, since i'm better of writing drivers than code bug-free enough to
be given root privileges, i took the skeleton USB driver from LINUX
2.4.21 and made a PICkit driver out of it this evening.  It still has
a few warts but it doesn't require root privileges.  The skeleton USB 
driver for LINUX 2.6.0-test2 is better, but i only have that kernel
running on Intel, not the PowerPC yet, so it's not useful to me yet.

I probably should consult with MicroChip to make sure i'm doing most
things right before releasing things, and the driver does need more 
work as well.
