Sounds like CSS to me as well. One tool I found a great help when working with CSS in MOSS was the IE Developer Toolbar http://www.microsoft.com/downloads/details.aspx?familyid=e59c3964-672d-4511-bb3e-2d5e1db91038 . There is a firefox equivalent, however I’m unsure what the name is.
