The following patch fixes the problem but I'm not very knowledgeable
on what fork13 does so this patch might not be a good approach. Can
someone more knowledgeable on it let me know if this is a valid
approach?

fork13 1 TBROK : unexpected signal 15 received (pid = 2046).
fork13 2 TBROK : Remaining cases broken
INFO: ltp-pan reported all tests PASS
LTP Version: LTP-20110915
I'm also seeing the same thing when running fork13. It seems to be
something related to the default LTP sighandler
