Financial cost is not the only consideration. DNSSEC, as you know,
makes DNS more complex and easier to break. If you do it wrong your

I've gone to .com and .co.uk, and see the same results as on .co.ke,
it appears to be just auto-completion in all 3, so I guess it is only
rolled out to certain IP address blocks, meaning that since I am not
in the uk or US, I don't see Instant at all.
