On Windows 10 (LyX 2.2.2 and 2.2.3), create a new document. There are no
scroll bars. Type A <return> several times (creating text) so that the
text exceeds the vertical size of the window (i.e., document needs a
scroll bar). Keep doing it. No scroll bar appears. Scrolling with mouse
wheel works; arrow keys allow me to move.
A scroll bar will finally appear when you resize the window.

Just a thought about the scrollbar on the right and side of the
document window. It doesn't show till I hit F7 to spellcheck the
document, or not, because that brings up the scrollbar.
This has been the case for months, and because I knew that
work around
used it, thinking that at some point it would be corrected?
Stretch is not that far from stable and still doesn't work on my
system. Possibly a new default?

Thanks for this report. I can't reproduce on Ubuntu and with LyX
2.2.2
or with 2.3dev.
Does anyone else see the same problem?
