Inserting a very large skip that does not apply.

I clearly am missing something obvious. I just want to place a line of text in the centre of a landscape page. I thought I could just insert a fairly large custom skip and that should do it but the skip seems be ignored. Any suggestions? MWE attached -- John Kane Kingston ON Canada cat.lyx
