and I could open TL GUI as user with 'tlmgr gui' but had no right to
update or edit it in any other way. One should think that sudo would
help, but it did not.

You've tried to do it as root?. If the folder /usr does not have
permissions will leave not write anything. I have the 2016 TexLive
manager as root and have no problem.
