I've also come across this problem 2 years ago and I've reported it to this
list, which can be seen in this archive:

However, that didn't get much attention and someone (that you could read
the name easily in the archive) refuted me saying that this is LyX
mailing-list, not MikTeX mailing-list!

Seems like someone had a bad day in his private life and use this
mailing-list to vent his bad mood!

Some food for thoughts: use Vista compatibility mode for the setup.

Ouch! Do you use a 32bit version of Win 8.1 or a 64bit version? Does it
help to reinstall LyX 2.2.1 using this new installer?:

Hi,

FYI, I just had today the same startup error message when trying to run 
LyX 2.2.1 on Windows 7 Professional. LyX 2.1.x versions were running fine.

I installed 2.2.1 with "LyX-221-Installer-2.exe".

Following the discussion in this bug report_
http://www.lyx.org/trac/ticket/10206
I went to:
https://www.microsoft.com/en-US/download/details.aspx?id=48145
downloaded and installed "vc_redist.x86.exe" and now LyX runs fine.
