Some time ago I upgraded the 8gigs of ram to 16 on the MBP and swapped the spinning drive for the SSD. I don't recall if the issue with Voiceover existed before then. What happens is often when I am navigating the Mac, VO will sound like its being throttled back then comes back quickly.
